We visited in Dec 24 and there is a sign outside that says “Please fold your stroller and carry it in your hand as the wheels may damage the historical floor”. I didn’t notice any stroller parking, changing or feeding facilities. Beautiful place that is a MUST in Istanbul, but be prepared to carry your baby!
