We’ve contacted them and here’s what they’ve told us:
“Visitors use the stairs at the entrance and exit of the museum. Due to the fact that it is a historical building, it is not possible to make a lift since different components cannot be added to the museum.
It is possible to walk around the cistern with a baby stroller, provided that you carry it by hand during the descent and ascent. There is no area for the stroller to be left during your visit. The fact that the entrances and exits are at separate points does not allow creating a space for strollers.”

We visited in Dec 24. Prams can be used on the lowest floor but you’d have to carry it down there – I don’t think there is anywhere for stroller parking. We opted for a back baby carrier for ease! I didn’t notice any changing or feeding facilities
